Peru Gambling History

Like most South American countries, Peru’s gambling activities were banned throughout most of the Spanish colonial period. Since independence from Spain in 1821, Peru’s gambling industry has increased in spurts and starts, because of the varied types of governments which have ruled. Ironically, Peru’s permissive gambling laws are the result of a despot, Alberto Fujimori (1990-2000), who legalized slot machine, lottery gaming, and bingo in 1994. Gambling was popular by the turn of the 21st Century.

An elected democratic government showed that nearly 65,000 slot machines were operational in the country, though only 5% were licensed by the government. Only 57 slots parlors were registered, while an estimated 900 slots dens existed in Peru. President Alejandro Toledo declared that Peruvian gaming operators would have a window of opportunity to declare their gaming operations and receive licensing. Meanwhile, gaming raids throughout 2006 produced hundreds of illegal gambling machines.

In late 2006, the “Reordering and Formalization of Casino and Slot Machines Law” was issued, calling for all gaming machines to be registered with the Department of Foreign Trade and Tourism (MINCETUR). This law went into effect on the first day of 2007. Today, land-based gambling in Peru contributes significant tax revenue to various programs, including state, local, and national government funds, organized sports, and the Foreign Trade and Tourism Bureau.

Online sportsbooks were legalized in 2008, with Betsson being one of the first international bookmaker sites. Inkabet.pe, owned by Off Side Gaming, became the first domestic online sportsbook operator in 2012. Manuel San Roman Benavente, the Peruvian Gaming Control Board’s Director General, in 2015 called for the total legalization of online gambling, including Internet casinos.
